The article is devoted to the normative acts as the main sources to examine the policy of imperial regionalism on Siberian materials of XIXth - the beginning of XXth centuries. Much attention was paid to evolution of authorities approach to Siberian role and place within the Russian Empire. The author presents the analysis of a complex of normative acts regulating local government systems. The author comes to the conclusion over the tendency inherent to central authority to unify the management system at central and local levels in spite of existing territorial differences.
