Problems arisen before the government and military department in creating and forming territorial military units and conducting worker's military training and ways of their solution are analyzed using extensive archival materials. The author makes objective conclusions and illustrates on concrete examples the Soviet government's activity in forming Military forces. Such military structure allowed to train workers without discontinuing work and with the least possible costs.
