The author touches upon problems of Russian Federalism under conditions of reformation during last 10 years with the main tendency of a contemporary state building - expansion of regional (subjects of the state) participation in international contacts. He considers the investment policy of the Far Eastern region as a way of enforcement of political and economic relations between Russia and APR countries and discloses key problems of the Far Eastern transboundary cooperation as the basic direction in interaction of neighboring countries with Russia.
