Cooperative Policy of Soviet Local Authorities in Western Siberia since October 1917 till May 1918

An attempt to elucidate the first stage in formation and development of cooperative policy carried out by Soviet local authorities in Western Siberia since October 1917 till May 1918 is made in the present article. The author briefly analyzes the problems of interaction between authorities and cooperatives as well as principles of their relations. Evolutional characteristics of cooperative policy conducted by Soviet local authorities are examined.
