Neither German nor domestic historiography paid much attention to a problem of economic policy conducted by German government and the Chancellor O. Bismarck in a period 1871-1878. Otto Bismarck played the leading part in preparation and passing the Constitution 1871 and put a basis for a new economic policy. He created the mechanism for realization the new economic policy allowing to realize ideas of economic unity and modernization of Germany.
