The author studies the question concerning initial period of cultivating virgin and unused lands in the Altai Region connected with selection and limited use lands suitable for development. It is determined that in spite of severe control of government at all levels, the plan on selection this lands was not realized. Author draws a conclusion that short spaces of time, difficult weather conditions, shortage of specialists, such as soil scientists and agronomists prevented to realize the plan.
