Actuality of the article is based on the importance of Russian population coverage by physical education and sport. The author has analyzed the evolution of documents regulating physical education system in the USSR in the post-war period and the following decades down to perestroika time. Study of forms and scale of document execution in Russia and Tatarstan Republic allows to examine traditions and progress in physical education in higher school over extended intervals.
