At the end of the eighteenth century Kursk governors solved many questions concerning town replanning, such as: where to lay down new streets, what new buildings should be built and where to build them and disputable matters of population settlement etc. The activities of A.A. Prozorovsky, F.N. Klichka, A.B. Debalmen and A.A. Bekleshev helped to implement better the town-planning reform of Catherine II.
