The article presents an analysis aimed at pointing out the main stages in the current development of small business in Russia. It is stated that overall indexes indicate a low level of the development of small business compared to foreign developing countries. Despite the annual increase in the number of small businesses and workers employed there, small business is being developed extensionally. In this sector there wasn't a quality increment. The author marked the necessity of creating effective state incentives to develop small business.
