In this article the author try to solute the problem of cultural right of national minorities to receive education on their native language and the right to study in the national school. She uses the most important papers. Taking as an example the Southern Ural, populated mainly with national minorities, the author proves the existence of the problem in the sphere of education for national minorities, finds their solution, describes the transformation of the alphabet and the literacy campaign.
