The most reliable and complete source of the population data is a census of the population. In our country the state population accounting is carried out more than once and practically always provokes objections in the society. Before the all-Russian census of population in 2010 it is necessary to study historical experience which together with modern capability will help to improve collection and processing data which is important for social development.
