Projects of local government made by Y.P. Shakhovskoy on behalf of Ekaterina II in the first years of her government are described in this work. Preparation of transformations in local management is reflected in the given projects in details, and it is also shown, that author#s proposals are made not only on the basis of theoretical plans, but also on Shakhovskoy#s practical experience. The material on discussing Shakhovskoy#s projects and their value to the further reforming of local government in Russia is presented.
