The problem of foundation of the staff of the agencies of State Security is mentioned in this article. The author proves that the principles of selection of employees qualitatively differed from personnel selection of imperial Russia. On the first place the new authority puts forward not formation and professionalism, but a social origin and ideological conviction. As a whole, the work of arrangement and selection of the staff was under construction in view of problems in maintenance of policy of a party.
