The following work is devoted to the questions of becoming and developing of pedagogical universities in local Volga regions in 1930s of XX century. This work describes the changes of structures in pedagogical universities, unity of groups of relative specialties into departments or faculties; measures on controlling the educational process. Also the question on training the teachers staff from the representatives of native nationalities that allowed to improve the decision of cultural development tasks in many republics is discussed.
