Stolipin Land Survey and the Problems of Law History in the Field Land Management Improvement

The problems of the law basis widening in the field of land management improvement are discussed. Water law development is concerned in particular as a vital part of the Stolipin agricultural reform.

Important role of the state and government in solving the problems of soil irrigation law is discussed.
