This article tells about the peculiarity of the state policy that the USSR carried out to the provincial intelligentsia in 1920-1940th years. The documents of archives reveal us that creative process in the provincial theatres was under control of the Communist Party. To inspect the activities of the theatrical intelligentsia there were created inspections which studied, whether theater#s repertoire was appropriate to the socialist policy of the Party. So the provincial intelligentsia was striving to carry to the spectators both the socialist values and the traditional values of culture.
