Territorial sources in formation industrial stuff in Sayansky territorial-industrial complex are considered. Problems on the forms of the population attraction to social activities also are uncovered, economic effect of industrial stuff, and on the whole peculiarity of labour collective and their international structure are examined. The role of Khakass autonomous region in development of the main industrial and building objects of Sayansky TIC is discussed. Problems of mass labour migration are touched upon. The analysis of real information on the territorial sources of stuff formation and ETL allows to reveal determined regularity: the larger and more famous are plants, the wider is the range of regions, supplying them with the labour forces. The main conclusion is that the population migration to Siberian regions of new economic development plays an important role in their building, and in some cases - determinative role.
