Realization of economic, industrial policy of the USSR in the middle of 1960-s in many respects depended on serious supports of the governmental course (policy) of the engineering-technical intelligentsia. For powerful structures it was important to induce intellectual elite to adhere to the policy necessary for the system by the thoroughly party control, ideological and political selection during the replacement of supervising posts.

Directing lines of this state policy were presented by organizing-political declarations of the party in the form of Central Committee decisions and congresses resolutions. For their concrete embodiment local party instances of various levels were responsible.
