Today the state having not executed any program in tourist sphere, continues to keep from it and hopes for special economic tourist and recreational zones (17) created from 2007. However creation of these zones should become the certain part of the big complex of measures defined within the limits of consistently carried out and financed special state programs on tourism development in our country. Only in this case it is possible to overcome inertia of negative consequences in an inconsistent state policy in tourist sphere within the nearest some years.
