The reign of Catherine II was characterized by a particular attention to the civil service of the people belonging to different social levels. The empress herself became one of the Enlightenment ideologists of the time. Catherine II considered civil activity and loyalty of Russian people to be the stability basis of her own power. Following that principle, she tried to establish such system of education for people of diverse social circles that they were able to get knowledge which gave them an opportunity to act their social roles according to their status. Inequality of social classes presupposed different virtues and, as a result, different ways of their formation.
