In the terms of creating innovation model of economy in Russia the great role of working out the corresponding methodical instrumentation is growing. The method offered by the authors allowed to single out the theoretical-methodological aspect of the main parameters of innovation sphere and to make a critical analysis of "innovation potential" notion. Along side with it, the stages of innovation potential development and the main diagram of innovation activities process are made. The notion of "innovation competitiveness of personal" is introduced.
