The author discusses the problem of correlation between spontaneity and regulation principles in texts of natural written formal language - applications to official institutions. The degree of display of these principles is determined by a number of factors, such as: addressant factor, level of addressant's communicative competence, peculiarities of his/her goals; addressee factor, primarily social status; and conditions of communication. The same factors determine the degree of formalization of the analyzed texts.
