In the article authors give the brief analysis of a social and economic condition of Russian agriculture during carrying out of reforms having allocated three stages of its development. The first is before the reorganization, the second is within reforms till 1998 and the third is after financial crisis of 1998.

As a result of researches problems of backlog from world agriculture, the objective and subjective reasons of falling of an agricultural production both in Russia and in Altai Region are examined. Manufacturing data of basic agricultural production in Altai Region on the average for a year is given; crisis condition's factors of branch in this region are analyzed (researches were carried out in 60 administrative regions).

On the basis of the revealed lacks and reserves new methodical approaches are offered. The basic directions in system of the analysis and the control of resources' use of on each stage of a reinvestment cycle for a substantiation of the administrative decisions influencing efficiency of an agricultural production are allocated.

The basic decisions of way out of an agricultural branch from crisis are offered.
