Taking for the basis the conception of philology as an interpreting science (that is the science which studies meanings), the author of the article offers the historical analysis of local discourse, which he understands in conformity with M. Foucault as a multitude of utterances which belong to the same formation. As the research into cultural forms shows the multitude of utterances includes, first of all, political texts which fix in the context of contemporary linguistic situation the feeling of soul attitude which according to W. Dilthey forms the underground level of consciousness. Apprehension of the facts of spiritual historical order, recorded in a local discursive formation, may be achieved through the methods of transformation of the communication language into the language of culture.
