The paper describes the problem of development of GIS for soil condition modeling. The main information source for GIS is the regional soil monitoring data. Proposed GIS structure includes four levels: the first one is georeferenced observation points database, the second level corresponds to certain farm and is presented by electronic maps of scale 1:25000, the third level describes region districts in maps of scale 1:100000 and, finally, the fourth level presents region as a whole. The special attention is paid to techniques of soil covering structure map usage which is the basis for construction of thematic maps of region soil condition. Constructed maps are collected in electronic atlas for more effective perception. Developed GIS satisfies information needs of decision maker in spheres of rational land use, agricultural production planning and management, rural appraisal.
