The article gives critical and comparative analyses of the working and new Criminal process Code of Russia in cases concerning young offenders preliminary investigation issues. The given research thoroughly studies a number of such problematic questions as the application of preventive measures to the young accused (suspects), summons of the (under-age) accused (suspects) to the court, proving the evidence under investigation in the given procedure. In the article new suggestions on the Criminal process Code improvement are introduced.
