Social policy on the territory of the Altai mountainous region (in 20th - early 60th XIX century)

Social policy on the territory of the Altai mountainous region has never been specially studied. Its study will provide for a better understanding of the relationship between power and society in the Russian State. The hierarchy of the purposes of the Cabinet was formed in the following way: intensifying of productivity; the increase of the number of the workers; self-suppliant of the region with all the necessary things. The constant threat of the workers' escapes and riots made it necessary to keep a huge staff of the policemen. But having attained the limits in punishments the authorities had to seek for the opportunities to get their workers interested in their labor. To intensify the productivity of the planets it turned to be necessary not only to preserve the existing contingent of the workers but to educate them as well. For that purpose a network of schools and hospitals was created by the mines and plants. Those who were injured or who retired got their pension. But all those steps appeared ineffect
ive because the workers were not interested in the results of their labor. And the authorities' attempts to regulate pettily the private life of the inhabitants of the region caused only bitterness
