This paper is devoted to the learning of the staff reform in 1834 in the period of the rent of the Altai mining district: to the presuppositions, causes, development, social essence. Ministry of Finance consisted in unequal rights conditions of rent and aspired to enlarge profit. Staff reform in 1834 completed this purpose. Staff reduction to a third of previous quantity to stop moving of social bottom in the administration resulted in social localization of mining engineers to the estate. In spite of the fact that Ministry of Finance as a renter sets oneself a target interests of mining, the system of the rise in the ranks and its depending system of increase of trained specialists didn't follow the interests of mining. System of increase of trained specialists, as system of the rise in the ranks was a hindrance for assembling of individual improvements to the united industrial cycle.
